Faiz Hameed sentenced to 14 years of rigorous imprisonment by a Field General Court Martial (FGCM), the Inter-Services Public Relations (ISPR) announced on Thursday, marking one of the most high-profile convictions in Pakistan’s military history.
In its official statement, ISPR revealed that legal proceedings against the former ISI chief began on August 12, 2024, under the Pakistan Army Act. Over the next 15 months, the military court examined evidence, heard witness statements, and reviewed charges placed against him. The sentence was formally promulgated on December 11, 2025.
According to ISPR, Hameed was charged with four major offences:
- Engaging in political activities,
- Violating the Official Secrets Act, in ways deemed harmful to the safety and interest of the state,
- Misuse of authority and government resources,
- Causing wrongful loss to individuals through abuse of power.
The statement added that during the proceedings, Faiz Hameed was provided full legal rights, including access to a defence team of his own choice, and retains the right to appeal his conviction before the relevant forum.
ISPR further clarified that Hameed’s alleged role in political agitation, instability, and collusion with political elements — including activities linked to events such as May 9, 2023 — is being dealt with separately under ongoing investigations.
Background of the Case
Hameed, a former lieutenant general and ex-spymaster, was taken into custody in August 2024 after allegations emerged from the owner of a private housing society, accusing him of misuse of influence for personal gain. The case shattered the long-standing perception in Pakistan that former intelligence or military leaders were beyond accountability.
By December 2024, a military court indicted him on three counts:
— Engaging in political activities,
— Violating anti-espionage laws,
— Abusing authority and state resources.
The indictment initiated his formal trial before the FGCM. Additional matters regarding alleged involvement in political agitation, including the events linked to May 9, 2023, remained under scrutiny.
Government Reaction
Following the sentencing, Information Minister Attaullah Tarar stated that the conviction was based on “solid evidence” and that Hameed had already faced consequences in the Top City housing society case. He said the former ISI chief was given “full opportunity” to defend himself, present evidence, and produce witnesses.
Tarar further alleged that Faiz Hameed acted as PTI’s political adviser, claiming the retired general “crossed the red line” by participating in political planning and advising. He added that the government will continue further investigations into political matters tied to Hameed.
Calling the verdict “historic”, the minister said:
“No one is above the law. Today’s decision is a victory of truth and justice.”

Tarar claimed that Hameed’s political involvement went far beyond previously known incidents and that “serious issues” remain under investigation. According to him, the former ISI chief played an extensive role in political manoeuvring, spreading chaos, and undermining state authority.
